Orientation (Pin 1) Setting Not Being Applied

I am trying to set the zero orientation for all the non 2-leaded surface mounted components to "Up" but that setting doesn't seem to do anything. I still have to manually set the orientation every time once the footprint is created.

On a related note, why is the default zero orientation not the same as specified for IPC-7351? I am refering to these:

http://blogs.mentor.com/tom-hausherr/blog/tag/ipc-standards/ (Level A)

Does PCB Footprint Expert follow the zero orientation specified in IEC 61188-7 Level B instead?

Any time you change any "USER Preferences" you must set the Environment Level to "User" in "Setup > User Preferences" -

The PCB Footprint Expert follows IEC 61188-7 Level B.
 
We just voted on this topic in the IPC land pattern committee and the vote was split.
 
So that is why we added rotation to the program to allow the user to do whatever they want.

Maybe this should be under Feature request, but I didn't want to lose this thread.

Is it possible to have a drop-down menu in the Setup section to select either Level A or Level B? I would like to stick with the Nominal Environment so the values are always up-to-date.

If you want to create a single library Environment then "User Preferences" is the best option.
 
If you want to create a "3-Tier" Environment library system with different Zero Orientations then you must create a personal "Default Preference .dat" file using the Default Preference Editor and load the new .dat file in "Setup > User Preferences > Default Preferences".
