The "D" dimension is wrong. I can tell be the size of the Assembly Outline. 

Also, the Header component family only requires the Nominal Body Length and width. 

So if you want to map the Assembly and Legend outlines to the Maximum component dimension, then enter the Max values into the Nominal cells and you'll get exactly what you want.
