I notice that the RESC1005 footprint has silk screen outside of the courtyard.
 
Was this intentional?
 
I was under the impression that the courtyard should contain the whole part...?

The center of the silkscreen line should be smaller than the center of the courtyard line.
 
What environment (Least, Nominal or Most) are you referring to?

I believe that it is nominal. This is RESC1005X40.

That's a bug in the software. The rule that the silkscreen is currently following is the "pad to silk" rule and the courtyard rule needs to over-ride the pad to silk rule.
 
I also forgot that when the chip body size is smaller than a 0603 the courtyard rules change to "Least Environment" but the silkscreen rules are still set to "Nominal Environment".
 
I'll notify the programmer.

So in the mean time should I:

1) Move the SS closer to the pad and inside the courtyard (perhaps reducing the length)

2) Increase the courtyard to include the SS as it currently stands

or

3) Go without SS for now.

Yes, yes & yes...
 
For very small microminiature parts we recommend -
  1. Removing the silkscreen by changing the line width to zero "0"
  2. If you need the silkscreen make the line width 1 mil smaller and the pad to silk 1 mil smaller
  3. Enlarge the Courtyard slightly

You can do all these things "on-the-fly". No need to change your User Preferences.

I put in a request to add a new feature to make the courtyard centerline at least 0.01 mm bigger than the silkscreen centerline to compensate when the user changes the silkscreen to pad rule or the silkscreen line width.
 
This new rule will override the IPC-7351 default placement courtyard excess rule.
