I see in the PCB Design Optimization presentation that recommended maximum radius for rounded rectangle pads is 0.25mm with a 0.01 round-off.  Is there a recommended minimum radius before it gets so small that it wouldn't be of any advantage?

There is no recommendation on the minimum radius because the 20% of the pad width has been tested for the finest 0.4mm pitch component for SOP/QFP. The minimum pad to pad spacing is 0.15 mm (6 mils). Therefore the minimum pad width = 0.25 mm (10 mils) and the corner radius on that pad = 0.05 mm (2 mils).
 
So 0.05 mm (2 mils) is the minimum radius.
