In Footprint Designer I can add drawing elements.  In the "Symbol and Shape Properties" I have to select the layer for the shape.

Is there a way to define a user layer?

Let me explain. In Xpedition you have a layer "Unplaced Graphics Assembly"  where you can add graphics that show when the component is not placed during the assembly.
When the component is marked as "unplaced" these graphics show up.

Xpedition has a strict Layer assignment.

Since Footprint Expert supports 25 CAD tools, the user cannot assign a layer to a drafting shape.

We were unaware of the "Unplaced Graphics Assembly" layer.

Maybe we can add something like this in the future, but it would have to be CAD tool specific as they all have different default layer assignments.
