While using Lite 2014 Library Expert after selecting the "Build" icon and selecting the Altium Designer Translator the version dialog still displays "PADS Version". It does this for several translators including Altium, CADint, DipTrace, Pulsonix etc.

Most CAD vendors work directly with PCB Libraries, Inc. to help create interfaces to their CAD tools.

In the past 10 years Altium has rejected all of our requests to help us create a direct interface to the Altium CAD tool. The Altium database is Binary and we can't reverse engineer it. If Altium were to import / export ASCII data we could write an interface without Altium's help.

However, Altium and Pulsonix have written great PADS Layout importers.

For step by step instructions on how to import PADS V9.3 ASCII files into Altium read this -
