Hi,
  
Is it possible to create a part (say a surface mount cap) with one pad having a notch cut out at one corner?

Absolutely! Use the Footprint Designer module to define your custom padstack.

In the Pad Stack Designer Select –

  1. Surface Mount
  2. Pad Shape Rectangle
  3. Enter your pad size length and width
  4. Corner Style “BOTH” (so that you can also create radius corners on the remaining 3 corners)
  5. Chamfer Size
  6. Chamfer Location

As far as creating a "Notch" like an "L" shaped pad, FP Designer can not do that yet.
