It seems that the "Set Origin" option gets applied relative to the existing origin.
For example:
- Create new user defined package, set origin to 2.00,0.00, click set again and it will move to 4.00,00
- Open footprint with non-center offset. Do snap Options: "Home", and it will remain where it is.

I guess desired behavior is being able to set it to "absolute" origin.

We just posted the 2013.11 prerelease - can you please confirm this issue was fixed?

There's nothing wrong here.
When you set the origin to any specific value it moves relative to the current origin.
So if the home origin is 0,0 and you move it by 2,0 it will move to 2, 0.
If you move it again it will move to 2,0 relative to the current origin but 4,0 relative to the home origin.
The home origin is 0,0 for new designs.  If it is subsequently moved to a different location and saved, the new location becomes the home origin when the part is reloaded.

Hi Nick, 

Part of the problem got fixed, as the "Set" option now works absolute rather than relative.
However I don't agree with Jeff, there should be a way to restore the origin to the center (or original) location of a part.
The whole point of FP Designer is that you can go back and tweak your existing designs without having to start over. IF you accidentally moved the origin to a funny location it can be very awkward to get it back to a meaningful location.
I tried the mid-point/end-point/center options but couldn't get those to work.
