Solder Mask Expansion is set in Altium Preferences.
In Altium go to 'Preferences > PCB Editor > Defaults > Pad > SOLDER Expansion > 0.00' Then the solder mask expansion will be 1:1 scale.  |

just still wait support for this point"pad type should be simple not other type as shown in image" also for solder mask, is this something can be done in PCB tool , like in surface mount case?
