Dimensions for Terminal and Component Outlines

   I looked at the through-hole calculators and most of the component families only require "Maximum Dimensions". This includes, Axial, DIP, SIP, Header, etc. 
Because the through-hole calculators only require Maximum dimensions, that's the only thing we have to go by. 

This is the reason why the Maximum Body value is used on the Component Body Outline.

	I just noticed that Library Expert calculator uses maximum values of body dimensions for terminal and body outlines in all Through Hole families except Crystal(HC49). In SMD families used nominal values.

	Nominal dimensions are used for the Package Body outline and the Terminal Lead outlines and in the land pattern naming convention and the default 3D STEP model (except for Package Height). Rules are the same across all component families.

	Which are package dimensions are preferred to use to draw the component and terminal outlines (nominal or maximal body dimensions)? Are the rules similar for SMD and PTH or not?
