I'd like the ability to select a shape and or a group of pins and apply an offset.

This feature will be in V2018. The way it works is that when you select a group of pins, if they all have the same "Y" coordinate you will be able to edit that value and have the group move. However, if the group of pins have different X/Y coordinates I'm not sure if you can offset them by a coordinate. You will have the ability to click and drag and snap to a grid. |

I think that would suffice. When I put the ER in, I was struggling with a large pin count QFN and had to do each pin individually. If I can grab an entire row and apply a new coordinate, that will be helpful.
