Currently FP Designer does not support custom pads and the solution is to use the PADS to CAD tool.  It would be nice if there was a way to add the part to the FPX and link to the PADS .p and .d file so batch export would also include that component.

The V2017.09 release now supports custom parts in FPX file format.

All of the unique parts are now located on POD in FPX file format.

We're adding additional interactive graphic editing in V2018.

Hopefully we'll never have to use PADS Layout ever again to build custom parts.
