In trying to create a slot with an offset hole with respect to the pad I find that the offset function is grayed out.
Is this a bug or pilot error with a setting somewhere else? 2016.14 installed

You can only Offset a horizontal slotted hole (not Vertical). Then when you place it Rotate it. |
