Typical or maximum in body size

Hi, I am new here in PCB libraries.

I like to ask about File naming convention.

Refering to IPC7351 naming convention, for eg. 
.LCC + Pin Qty. + P Pitch _ Body Length X Width X Height + L Lead Length X Width

The Body Length X Width X Height is using the typical or max values with reference to datasheets ?

The entire Land Pattern Naming Convention uses "Nominal Dimensions" except for "Maximum Height". 

The Tolerances would constantly change the Maximum values and users should not use the mfr. Tolerances, but use Tolerances that are in range of your acceptability to reduce the number of Footprints in your library.
