The new V2013 "Footprint Designer" can build this 10 pin oscillator and save to FPX to share with others -
 
 
This is a perfect candidate for the "Parts on Demand" (POD) website vending machine for downloading FPX files.

What about something like this Murata EMI filter?

The Footprint Designer can easily create this EMI Filter library part, but you need a mfr. recommended pattern that illustrates the various pad sizes and spacing.
 
The big issue here is that this library part should only be built once by someone and shared with others in the global electronics industry.
 
Let's eliminate duplication for effort and get the "Parts on Demand" (POD) website going.
