Not sure what the intention is for footprints of BGAs but I was under the impression there is (or was) no environment for BGAs and this is indicated in in the "FOOTPRINT NAMING CONVENTION" for Standard SM Components" PDF.
Ball Grid Array’s ......................................................................... BGA + Pin Qty + C or N + Pitch P + Ball Columns X Ball Rows _ Body Length X Body Width X Height The Create Footprint dialogue adds an environment letter at the end of the footprint name though which I wasn't expecting to see. I know the copper pad has no difference between environments but depending upon what the user has picked for courtyard, silkscreen line width, RefDes height etc. this could be applicable if this is the intention. Also, is that an errant apostrophe in Array's? I'm not sure if the Arrays own the balls but my English isn't great. I lent my copy of Eats Shoots and Leaves to a Scouser so it's little wonder I didn't get it back . |

IPC-7351C introduces a new 3-Tier library system for all parts because of Drafting items and Local Fiducial sizes.
Example: Silkscreen Outline for Most = 0.15 mm Silkscreen Outline for Nominal = 0.12 mm Silkscreen Outline for Least = 0.1 mm Ref Des and Local Fiducials are also 3-Tiers. So you can now hace a BGA in the Most environment and the pad size is the same for all 3 environments but everything else is 3-Tiers. |

Is it because of BGA's are categorized as collapsing and non-collapsing? |

3-Tiers on BGA's only affect these items in the library parts -
3-Tiers on BGA library parts do not affect these items -
