Is the minimum component spacing relative to the outside of courtyard line or the center? Is it ok for the courtyard lines to overlap, if the center of the lines does not overlap?
For example, a CAPC1608X90N has a courtyard width of 1.48mm to the line centers. Is it ok to place the parts side by side at 1.5mm centers? With a courtyard line width of 0.05mm, the line edges overlap slightly.

It's the courtyard centerline (not the line edge).
 
You can bump courtyard lines so they overlap on top each other. Just don't overlap past the centerline.
