When pressing and holding mouse middle button (scroll wheel) PAN (hand) is activated
Release mouse middle button = return to previous mode

Similar to AutoCAD:

Zoom In/Out is correct with wheel.

Switch to PAN while holding down middle mouse button

Similar to PDF Hand tool

Hold and drag middle mouse button = PAN

Middle Mouse Wheel now zooms in and out.
