What about adding a new family for LEDs that are side/edge view? 
 
Both SMT and TH. 
 
Lumex SSF would be one version of a TH.

I agree that IPC should add the LED component family to the standard. I have not seen any standard packaging for LED's from JEDEC. There are some LED packages that are consistent and some that are not.
 
However, LED's will be added to our "Footprint Designer" that easily allows the user to create the holes and the body outline and then auto-generate the Footprint padstacks and drafting items using your personal preferences.
 
The upcoming Footprint Designer will resolve the non-standard component package Footprint automation issue.
