I have created a BGA with Footprint Expert Cloud 2022.11 and exported the padstack cell and 3D model unfortunately the Pin1 dot is at the wrong side at the 3D model

There is an "R" at the end of the BGA Footprint Name.

This means the Footprint is "Mirrored".

Un-mirror the Footprint.

I mirrored the footprint intentionally to have Pin A1 at the upper left corner.
How else can I create that FPGA?

When you Mirror a BGA (or any package) you're looking at the Bottom Side.

Our server is down right now so I can't upload pictures or files.

Here is what your BGA should look like -

Pitch = 0.50
Pins D = 18, E = 22
A = 0.692
b = 0.32
D = 9.50 +/- 0.10
E = 11.5 +/- 0.10
