in BGA after doing a mirror function, the pin 1 dot indicator in the step file does not move to the new pin1 location

The only reason to Mirror a BGA is to temporarily flip it to see the "Bottom Side" so you can match the Datasheet "Bottom Side" for the removal of pins. It makes it easier when the Footprint and Datasheet match to unpopulate pads. 

After you completed the Footprint, you must unmirror the BGA as there is no such package as a Mirrored BGA in your library.
