Just trying to create the footprint for this "exemplar "Smile:

I don't know how it will be soldered. Will the leads bended or not?

What is the pad length should be?

I think  Pad Length = (He - E3)/2 + Toe + Heel

Any ideas or recommendations for this type of package?

That's a big heat sink package. 

If you're purchasing this part from NXP, you should ask them for their mfr. recommended solder pattern. 

This large package is outside the scope of any standard package.
