What mean "Pad to Slot Ratio" from Through Hole - Terminal - Settings. Where it used?

The Pad to Hole ratio is set to 1.5. This means the pad size is 1.5 times bigger than the hole size. 

Example: if the Hole Size is 1.00 the Pad Size is 1.50 or 0.25 annular ring. If the hole size is 2.00 the pad size will be 3.00 or 0.50 annular ring. 

The same theory is used for Slotted Holes but with a 1.75 multiplier. This is because the slotted hole drilling process of drill and drag. The annular ring needs to be more robust. 

However, all these values can be edited by the user to be whatever you think is best. The default values are our best option but all Preference values are user definable for you to customize your personal PCB library.

Slotted Holes are in Mounting Hole only, or are another families with ones?

Slotted holes are mostly used in the Foot Print (FP) Designer program in Library Expert. 

Mostly in connectors and the slots can be offset from the pad too.
