When you load a TI 16-pin PW package with the height and extended footprint names enabled the name that is created is SOP65P640X120-16L40L it s/b SOP65P640X120-16L

SOP65P640X120-16L40L is the correct name -
 
Small Outline Package, 0.65 mm Pitch, 6.40 mm Lead Span X 1.20 mm Height - 16-pins, Least Environment, 0.40 mm Nominal Lead Length
 
What is the problem?

It's the Gull Wing Lead Length as it determines the Pad Length.
 
So to eliminate duplication in all Gull Wing component families where the Gull Wing Lead Lengths vary in tolerances and lengths (when all the other dimensions are the same).
