Because Library Expert outputs perfect 3D STEP models and there is a BIG difference in a black plastic molded QFP and a Ceramic CQFP.
 
Also, the FPX file "Physical Description" is different and IPC-7351 standard has different categories for these component families.

Once the dimensions are provided from the assembly shop or manufacturer it is created as either a CFP, or CQFP, which appears to be calculated the same as SOIC, or QFP ? What benefit is provided by having a separate CFP, CQFP entry other than the prefix of the name?

The dimensions must come from the assembly shop or manufacturer that is performing the lead bending.

Yes, I understand that, but I am looking for information on how to calculate the dimensions, "L" & "E" to enter into PCBLE? Is there a formula for arriving at these dimensions? From the image below, where do I get the information for the bends, the height of the leads, the length of the leads etc to enter into the Library expert?

All CFP and CQFP must have their leads formed with a lead bender to the shape of a Gull Wing lead.

The image shown for CFP and CQFP is shown with gullwing leads.
