BGA With Rows of Deleted Pins

According to this FPX file:

According to below image we build BGA, BUT RESULT CAN'T MATCH REQUIRED data in datasheet.

Please check and let me know your thoughts.

When building these BGA footprints, enter all the pins 1 - 9. 

Then window in on the 3 rows (Rows 4 - 6) and Right Mouse Button and select Hide.

Please check the FPX file , and let me know how to make pin numbering and pin1 orientation as found on datasheet

i try use all pin orientation option to reach shape on datasheet, but can't
please explain how can achieve shape on datasheet

The links to your Data do not work. 

The Pin Qty Must Be 16 X 9  

Then click and drag a window on the 3 middle rows to select the pins and then -
Right Mouse Button > Hide

This is a very common BGA in 3 minutes that we build regularly with no problems.

when use 16*9 not result ball names and number like datasheet
since fpx not work with you below are details, how to bulid this shape like datasheet and pin1 be in upper left
