This part can be created in FP Designer. 

In the pad stack designer select Through-hole > non-plated > Pad Shape Round > Outer Pad & Inner pad. 


 
However, the broken Paste Mask Stencil is unique and would have to be done in PADS Layout exported as p/d files and imported into the FPX file.

What is the best way to create the circular donut for TDK Invensense ICS-40720. The datasheet can be accessed at here or at:

The inner diameter is not defined by the hole. Your help is appreciated.
