When did BGA pads on assembly become 2D Lines?
 
What is the purpose?

I believe all "Pads on Assembly" are 2D-Lines.

It's for an assembly drawing. What other option is there?

PADS Layout has the ability to put the Assembly Layers in the Pad Stack.

This is not true for every CAD tool and we needed a solution for every CAD tool.

Also, with 2D-Lines you have the option of "Outline" and "Filled" and you can't do that with a pad stack.

You have controls over which component family gets Pads on Assembly. This is because there is a Assembly Ref Des that goes inside the closed polygon and you only want both if the part is big to make room for both.

I will ask the programmers if they can add Pads to Assembly in the pad stack for PADS Layout.
