Why does 2013.02 load in a new directory so I have to reset my defaults and libraries?
 
Is there any easy way to reuse my previous settings and libraries?

You should copy/paste all of your library files to the new folder.
 
Or you can set your Library Path in "Setup > User Preferences > Files > Library Directory"

I just tried that , reloaded the program and although is says the old directory name in the Setup options. When you go to the library it is still selects the 2013 directory.
