How can fiducials be disabled when batch outputting components?

Many small components have fiducials on when they are not needed.

The only component families that get Local Fiducials are BGA and QFP.
 
Open Preferences > Components > Surface Mount > Ball Grid Array > Add Fiducials When Pitch is Less Than > 0.10
 
There are no BGA's with a pin pitch less than 0.10 mm so this turns off Local Fiducials
