You have to have the "Library Expert Professional" which has the 'Librarian' option that allows you to save, browse, edit FPX files (which contain part data). If you want to get the outputs to build to other CAD software (and/or 3D STEP), you want more than just the 'Librarian' option.

The Library Expert Lite does not have the "Librarian" feature.

Compare Lite vs. Professional here:

PCB Libraries sells the "Librarian" tool for only $399 (at the time of this post) with unlimited library search, save all your component dimensions and attributes to FPX and "Parts on Demand" (POD) access to hundreds of thousands of manufacturer part numbers.

If you do not want to go that far, you can purchase the IPC-7351B standard and get the 5,000 part component data that is currently only available to PCBL customers (and will no longer be provided once POD is online). Purchase the IPC-7351B standard here for only - $136 for non-members or $68 for IPC members.

Please note - the post above was updated to reflect the current MOU with IPC.
