When FPX creates a non-plated mounting hole (e.g. for a custom FP Designer component), it includes a pad that is sized smaller than the drill.  Cadence Pad Designer does not really like this and generates a warning.  Additionally, I have had at least one board house complain about this as well. 

The better approach would be to use the "Mech pins use antipads as Route Keepout: ARK" option within Pad Designer.  When that checkbox is enabled, the copper pads can be set to a size of 0.0 while the thermal relief and anti-pad are define the route keepout area around the hole.

Can you make the necessary change to the translator?
