It would be useful to be able to renumber pads in Footprint Expert. Some families have an option to set "Pin 1" but being able to edit pin numbers would be much more flexible. One of the examples of a very non-standard pin numbering is Diodes DF005S bridge rectifier (https://www.diodes.com/part/view/DF005S). "SOIC" package family may be used to create its footprint but there is no way to renumber pins as per datasheet without moving the footprint to Designer (which feels like an overkill for such a task).

The SOT23 component family is a Gullwing terminal lead and you can renumber pins to whatever you want. You can change the footprint name and physical description to whatever you want.
Here's a gullwing footprint with custom pin names.
