I can't duplicate that changing round off gets a SM pad in the TH view.
Round off will be enabled for all operations.

  1. Open Utilities, Pad Stack Calculator .
  2. Select Round Lead Shape
  3. Reduce Roundoff to 0.010
  4. Designer Builds SMT rectangular pad (r120_70)
  5. Re-select Round Lead shape.
  6. Round-off goes back to 0.050.
  7. Change Round-off to 0.010.
  8. Designer builds SMT rectangular pad again.
