Add Solder Mask definition for Flex IPC-2223

   Maybe not what allot of companies are dealing with
but to design a pattern for the Flex of a Flex board or Rigid-Flex
board requires modifying the solder mask in such a way that
your software currently cannot build to. See figure 9 of IPC-2223.
I think this would save me valuable time because I currently
have to use the software to create the pattern then go 
into Layout pattern tool and modify the pad and solder mask.
Then leave a note in the library that this pattern was modified
for Flex. how it was modified and what it looks like is only
visible through the Layout tool.
