Why do we have to accept a EULA to download and then again to install?  Couldn't it be done with just one EULA during install?

The EULA page validates login, and has a "trouble downloading" option for those who have problems downloading via their firewall.
 
It also serves a purpose in cases where someone will download the program but someone else (IT, for example) installs it.
